About the Chief of Staff

Frederick J. Zavaglia is Chief of Staff of the New Jersey Department of Labor and Workforce Development.  He manages the key program support functions of the department, including Administration & Finance; Legal & Regulatory Services; Human Resources & Labor Relations; Diversity & Compliance; Internal Audit; Legislative Affairs, and the Board of Review.  He is the Department’s point of contact with the Governor’s policy staff.

Biography

Zavaglia was raised in Linwood, New Jersey.  He graduated from Western Maryland College and earned a Master’s in Public Administration and Community Leadership from Central Michigan University.  He is also a Graduate Fellow of the Institute for Court Management of the National Center for State Courts.

Prior to joining the department, Mr. Zavaglia worked in finance and business development for American Water Works Company, Inc., the largest investor-owned water utility in the United States.  He also spent 15 years on Wall Street with several firms, serving as a municipal finance advisor and investment banker, and consulting with or originating capital investments for governmental clients across the United States and Europe.

Mr. Zavaglia has experience in local government, as well.  He was the assistant trial court administrator for the First Judicial Vicinage of the State Superior Court. Mr. Zavaglia also worked for several years for Atlantic County, serving as both the deputy county administrator and county administrator.

Zavaglia lives in Hopewell Township.
